windows xp recycler not found

i had a problem a while ago with my drives not opening it told me the recycler file not found with a bunch of numbers and a .com i reinstalled windows and every thing went soso until to day i was accessing my flash drives and one dosent want to open by double clicking on it it says the same thing recycler not found but i can right click on it and go to the explore and open it. what is the problem i am confused why does it do this?
