windows xp - goes to screen saver and stops

My son has an acer aspire one laptop. Windows xp will load, he puts in his password - and then the baclground pops up and thats it. We cant get any further than that. Not sure what to do and not sure where to look on this forum for help with this problem. We would appreciate any assistance we can get. Thank You.

Can you boot into Safe Mode? If you can try using System Restore, choose a date prior to this problem.

Start> All Programs> Accessories> System Tools> System Restore.

When this opens make sure that "Restore my computer to an earlier time" is chosen, and click on Next>.
The dates appearing in bold are the dates that you can restore to, click on the date that you want and then click Next> to start the System Restore, you may get the message telling you that you will have to restart your computer to start, click ok. When the computer restarts and you have logged on as the administrator a Restoration Complete page will appear, click on OK to complete the process.

We rebooted in safe mode. I had my son put in his pasword and the screen came up black with safemode in the corners. The mouse arrow would just turn white then blue and nothing else happened.
