computer starts up without any icons or task bar and makes strange noises, only the mouse shows

It boots in safe mode with windows service pack 3 at the top. I can access task manager and regedit. Task manager continues to add Safari.exe and svchost.exe under a user with 7k and 8k mem usage. There are about 45 svchost and 15 safaris and some I cannot end it says "process could not be completed; operation is not valod for this process" What can I do? my comp is a dell dimension 4600 the f11 to restore gives me "keyboard error"

Hi spifficus, and welcome to BleepingComputer.

Could you provide us with a little more information? I'm guessing that this computer doesn't boot into normal Mode?

When you boot into Safe Mode can you open applications from the desktop?

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
