Can't Open Task Manger and Regedit

Everytime i try to open up task manager it says "Task Manager Has Been Disabled By Administrator". I tried to fix it by going to the registry editor. But it also says "Registry Editor Has Been Disabled by Administrator"

Please help. What do i do?
