IE7 Problems

My internet explorer 7 in windows XP pro x64 stopped working recently (I have att DSL) I have to constantly restart the modem and when it does load a page it runs really slow. I have xp vista dual boot setup. When I switch to Vista I have no problems connecting to the internet. I have reset the defaults in IE7 run antivirus and anti spyware and turn up nothing. With the exception of my connectivity problem the computer runs top notch handling games and media applications flawlessly. I'm not new at this, but i'm stuck.

Is it only IE7 that loses connection? Or is it all internet applications?
