Recycling Bin

When we first installed 2003 we set up 3 admin acounts 1 for me, 1 for my brother, and one for my cousin who practically lives here. but my cousin disabled the recycling bin on his desktop and now its not on mine or my brothers. does anyone know how to get the recycling bin back?
