Internet Explorer does not correctly display pages

This is really a weird one--have a client's computer that has msn as a home page. The colors are missing as are some of the graphics. I tried other pages and graphics don't display there, either. Installed Firefox and the same problem exists, so it must be a registry problem with browsers.
Tried an Windows repair to no avail. Any ideas short of a clean Windows install?
