How to force 5.1 output

Are there any free alternatives to software like SRS Audio Sandbox? I don't want to use DFX, because I need those options to apply to EVERYTHING that I play. for instance, I want to be able to force 5.1 output through pandora. If there is an audio card that the included software has that option, please tell me. I'm only using the mobo built in surround (which I know is probably sucky) but if I can get a good surround audio card for <50 bucks and the software has that option, that would be GREAT!!

the only slots in my computer are PCI now
