Do I need to pay Google (or other search engine providers) if I want my site to appear on their search engine?

No. Search engines want to index your content. Your best bet is to get links from other popular sites - search engines will find those links and will then index your site. This is often preferable to using site submission options from the search engines. However, getting your site indexed will take time, possibly up to a month, as the search engines have to find your URL, then crawl your pages and add them to their indexes.

You might also want to research Search Engine Optimization, which is the field of optimizing web sites for the best possible placement in search engine results.

To appear in Google: NO
If you want to appear higher in the list: YES
