Help using hover command is menu (nav) bar

I'm trying to make a navigation bar where the link (picture) changes colour when i hover over it.

I've read a couple of pages on it and am wondering:

A) is it javascript or the <style> hover:xxx

:thumbsup: how would i write a simple link so when it's hovered over it changes from picture a to picture b?

What are the limitations?

What else can it be used for/what else can it do?
