I am not clear about what you mean by "use." Download? Open? Edit? Save?
Wordpad, MS Office, OO.o and many other WP applications should allow you to open .rtf files.

Is it possible you've received an email attachment with a .rtf file (Rich Text Format)?

You need a Microsoft application to open the file, like Word or even WordPad.
Please post back if we found the solution
