Having Problems downloading applications

I am running Vista Ultimate on a 32 bit operating system.. when I try to download yahoo messenger or any applicaton... I get this error message:
Windows can not access the specified device, path or file. You may not have the appropriate permission to access them:.
I am logged on as the computer administrator. I disabled my firewall and popup blocker.
Any suggestions on why I am getting these problems?
