disable CA Parental Controls

does anyone know how to disable CA Parental Controls? i'm the only user of my computer and i don't need this function. it blocks access to webpages very regularly (maybe 25%) and even though i know how to override it, i find it a nuisance. actually, sometimes - only very occasionally - when i try to override it, i get a message that i've used an invalid password, which cannot be the case as i have the password 'remembered' and it works 95% of the time. anyway, i want to disable this CA function. i've browsed through all the CA files, have tried various ways, but i just can't disable it.
anyone else have this problem, or more to the point, a solution?
