Computer processes run too fast?

Just got a new computer today. It's a Dell, model I do not know (It's a birthday gift)...

For some reason, it seems to run things too quickly. In programs that music and graphics are supposed to be syncs, the graphics speed up, but otherwise they seem to be normal. The sound on everything is fast though, and it's sort of annoying.

I'm running on Windows 2k, on an AC'97 sound card...that's all I can think would be responsible for causing this.
