Can't access anything in control panel

Recently I noticed that I cannot access my control panel directly or access any of the services (in control panel) indirectly. Everything else seems to be okay but if I want to, for example, remove a program through control panel ... I can't access it.

When I click on the desktop short cut (control panel) , a window opens but nothing appears in it then it simply closes ... No explanation or reason given. The same thing happens when try to open it with the run command.

I tried starting my computer in safe mode and I could access control panel but there were only 8 or 10 items available but that;s probably normal(?). Because I could access it in safe mode, I assumed there is something loading (or maybe not loading) at start up that is causing the problem.

Hello Boneshaker and welcome to Bleeping Computer,

Download and unzip Dial-a-Fix to its own folder on your desktop:Open the Dial-a-Fix folder, launch the program by clicking on the blue cog-wheel icon.
First, click the "Policies..." button on the bottom.
If anything is found, make sure it's checked and then, click the "Remove" button and click the "Close" button to close that window.
Now click the green, double check icon (Check all) on the bottom.
Then click on 'GO' at the bottom.
Click "Exit" and restart your pc when Dial-a-Fix has done.
If problems still persist :

Please read [url="http://"http://www.bleepingcomputer.com/combofix/how-to-use-combofix"]this tutorial[/url] carefully to download ComboFix from one of the locations specified, and save it to your Desktop.
Double click the ComboFix icon to run it.
If ComboFix askes you to install the Recovery Console, please do so..
The Windows Recovery Console will allow you to boot up into a special recovery mode, in case your computer has a problem after an attempted removal of malware. This allows us to help you.
Once the Recovery Console is installed, continue with the malware scan.

Note: Make sure not to click ComboFix's window while it's running. That may cause it to stall or freeze.

Please post the log from ComboFix (can also be found as C:\ComboFix.txt) in your next reply. :thumbsup:

If you have any questions along the way, STOP and ask them before proceeding !!
