Have you tried booting into safe mode?

Hi!

Please avoid using chat-speak on the forum, it makes it incredibly hard for us to understand you and it may mean help may arrive at a slower rate.

Please check the data and time on your computer? Is it today's date? If not, set it and try rstrui.exe again.

Well, there are quite a few things that may cause your problem. So, if you'd still like help, please check the date and time on your computer to make sure it hasn't been changed to something else.

I think i know what it is.
Is rstrui.exe in your C:\Windows\System 32 folder?
If not then get it repaired
Uh oh rstrui is the windows recovery console.
If it is not there either something deleted it, or windows did not install properly
I
made

Have you tried doing a repair install?

You can do this by putting your windows CD into the drive, a setup menu will appear and will give you two options:
1.Clean Install
2.Repair install

Select repair install.
Windows should start installing OS files. After a restart, you should be able to run it just fine

Let me know if it works.

Warning! If you pick CLEAN INSTALL, it will DELETE all files on your system and will be near to impossible to recover
