[Help] SD card 4GB seen as 1GB

I dont know if this is the right place to post but feel free to move it otherwise.

I bought a photoframe and an SD card for my mother and I wanted to load pictures up before I give it to her. I inserted the card into a USB reader and windows wanted to format it but only in 900MB so I did not do that.

I found this program however: http://www.sdcard.org/consumers/formatter/

It said that it would format the card in 3700MB capacity but when I clicked on format it changed and only formatted 900MB! Tested wiewing it in another computer and it was he same there!

How do I get my 4GBs?
