Can't open up Internet Explorer

Greetings everyone. I'm at a total loss here. For whatever reason, I'm not able to open up Internet explorer. My shortcuts stopped working; even in the start menu. So, I went to Iexplorer.exe and when I click it, I get the message that it cannot be found. Any help would be oh so much appreciated. I haven't been able to go online for days now...Thank you very much.

Do you have a MS XP install CD?

System manufacturer and model?

Is IE the only apparent problem? Everything else works as it should?
