Windows XP boot up problems

My PC is having trouble booting up.
It all goes fine until the windows load up screen, when the computer boots up again. I have tried starting in safe mode but the same thing happens.

Any insight would be greatly appriaciated.

Do you have a Microsoft XP install CD?

System manufacturer and model?

Can you get into Safe Mode (does it not work) or does the system reboot when you try to get into Safe Mode? At what point does the system reboot?
