One suggestion is if the DHCP server setting is on automatic change it to manual.
Control Panel,Admin Tools,Services, right click DHCP Client, properties, change startup type to manual.

I had another system crash and have spent a few days fixing it.

This one that was hanging on Applying Security Policy

I did a disk check and it found 7 bad sectors

Today it didn't hang, but now has problem with
Services and Control Application failing when desktop generates 1st time

Also then have continuing failure of wuauclt.exe

I never tried your first suggestion

Thanks for the Help!

Try the disk check again. If it's got bad sectors again, then I'd start to wonder about the hard drive.
You can find hard drive diagnostics for the most common drives in this thread: http://www.bleepingcomputer.com/forums/t/28744/hard-drive-installation-and-diagnostic-tools/
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
