Mac G5 Desktop won't start

Hey there!
I'm helping a friend fix his Mac G5 Desktop and it doesen't seem to start up. I've gone through the troubleshooting guide numerous times ( the 4 lights on the back, internal start and reset switch, etc.) and nothing seems to be working. I'm starting to wonder if the logic board is blown but how? Does anyone know how i could fix this?

If you have the original install disks, try running Apple Hardware Test.

Were these the troubleshooting guides that you used?
