Explorer.exe keeps Closing & Opening

My explorer.exe Keeps Closing & Opening, i already tried restarting.
idk what happened, it just started doing this randomly like 1hour ago, i did download anything.
it also gives me this error:

Looks like an infection to me (the legit csrss.exe doesn't reside in the Windows directory).
Hang on while I move this over to the Am I Infected forum....
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
