Windows XP won't let me do anyting.

well heres the story. The other day i was checking my yahoo, then when i was done I shut down the laptop, well today i went to start it up and it acted normal (its an HP 6515b), but for some reason it poped up the "choose how you start up method screen" (safe mode with command prop, start windows normally, all that good stuff). well i tried all of them and they all did the same thing. After i would select one and press enter it would act like it would work, then where the log on screen is a blue screen pops up for a milisecond (like one of the error screen ones) then the screen goes black and tries to start up again, it does it like a cycle. i have no clue what it is, can anyone help or tell me what is going on?

Access the screen with Safe Mode on it. In that screen, towards the bottom of the listing, there will be an entry that says something like "Disable automatic restart". Select that and then attempt to boot into Windows - the system should freeze at a blue screen with white letters.
