Keyboard and mouse not working

Once I get to my desktop I cannot use my keyboard, touchpad, or a mouse. So my computer is totally useless. I want to try a system restore but can't. I've tried starting in safe mode and it does the same thing. I pushed F12 to enter boot mode and I tested my mouse, keyboard, and system. They all checked out ok. The keyboard and mouse even operated in this mode but once I exited to the desktop they quit. (My CD also said it tested fine but I know this isn't true since it hasn't for sometime and I think I just need to repair the driver for it.)

Please any help or guidance would be greatly appreciated!

Does an external mouse and keyboard work?
If they do you can use that to try and download new drivers

why won't my laptop work?

While you're in the BIOS search around for Enable Legacy USB or something to that effect and give that a try. Also check to see if the date and time are correct
