not able to download, failed to load vendorprefs and cannot open pconfig

Hi. I don't really know anything at all about computers. I cannot download anything offline or online. Everytime I try to open a new internet page a msg reads "C:\Documents and settings\Owner\Favorites is not accessible.Access is denied" I click on ok and it lets me go to the page anyway. Other msg I see often are "An error occured while trying to open pconfig" another is "Can not find script file"C:\hp\bin\setres\waitandren.js" and "Can not find script file"C:\hp\bin\IcoSet\WaitAndRun.js" and the other ones which appear one after another are "Exception:-'vendorPrefsRoot' is null or not an object." and "Exception:-Type mismatch" and "Error:Object doesn't support this property or method." and "Failed to load vendorPrefs" . I tried system restore but the restore point is Dec27 and it won't let me go in the past farther than that. The main problem is not being able to download. I have Microsoft XP Home. Thank you for your time.

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
