Computer won't Boot to Windows XP Loading Screen

Help, please! use a Dell Vostro 200. When I start it up, it just stays on the Dell Boot-Up screen (with the F2 - Setup, F12 - Boot Menu on the top-right), it doesn't let me use any of the two options at all. When I turn it on, the processor hums, then stops and the Dell screen pops up on my monitor and stays there. I checked all the wires to make sure they were fit in snug. I can't boot any CD's in either and it doesn't even go to the Windows XP Loading Screen. Are there any suggestions to fix this problem? Thank you kindly for your help! (And please don't flame me if I didn't post this on the right forum, I'm in a panic and I'm not sure which forum this would apply to and yes, I'm a new member also)
