If you have pop-ups everywhere you go then you have malware. Do you get pop-ups when you go somewhere safe like Google.com? If so...

Run a Norton scan and see if it deals with it. If it has found it but can't remove it then note down the name that Norton gives it (if any) and go here for expert advice on removal.

Go there anyway and they can help you find the culprits before removal.

Does it always say the same thing? If it does, can you post what it says?

Is what you are referring to a banner ad? Banner ads are blocks on the top, bottom, or sides of a webpage that advertises something. Some are animated, some are not. It is just internet advertising.

Which browser are you using IE7 or Firefox?. If you are using IE7 then I advise you to change to Firefox and use the add-ons called AdBlock-Plus and No-Scripts and then you won't get these popups at all.
Motherboard: Gigabyte GA-MA770T-UD3, CPU: AMD Athlon II X3 450 Processor, Memory: OCZ 4GB (2x2GB) DDR3 1333MHz,Graphics: PowerColor HD 5750 1GB GDDR5,
PSU: Corsair 430W CX PSU 4x SATA 1x PCI-E, Hard Drive:Samsung SpinPoint F3 500GB Hard Drive SATAII 7200rpm 16MB Cache.

That is normal, but if you use a better browser such as Firefox, and install the add-on Addblock Plus, you will no longer get pop-up or banner ads.
