When Watching TV through my pc it's sometimes distorted, other media playback like DVD is fine though. The TV card cost be around 50, so it's reasonable. I have 1gb of RAM.

Any other settings which could be altered?

A quality TV card is a must have. But you are ultimately at the mercy of your cable/OTA/Satellite service for providing a high quality signal. I have a good TV card, before I moved, the image was distorted and grainy at times. Now, the image is clear.
