malware removal and outlook express

My outlook express is timing out. It wont connect to my server on my end. ?
I recently had a virus and i think some thing connected to OE may have gotten removed. I use cox broadband and everything has been verified with them and my account is good. I also tried to load an use Thunderbird but it also get a similar time out issue.

this is the error.

How can i check to make sure all the files and setting are correct to run outllook express? any thoughts on how to fix this?
