Exception Processin Message

I have an error that is driving me nuts, can't get rid of the screen that pops up four times!
Says "Exception Processing message c0000013 parameters 75b6bf7c 4 75b6bf7c 75b6bf7c" and gives choices of "Cancel" "Try Again" or "Continue" I can remove the display from the screen by selecting anyone of the three choices some 4 times but it immediately pops back up again. Help - this is driving me out of my tree.

Is there an indicator preceding "Exception Processing", such as No Disk? What actions are you initiating to generate the error?

Yes, the header states something to the effect: "No WINDOWS Disk" or the like. And it pops no matter what I attempt to do, even working offline it appears.
I ran SpyBot and it comes back clean; ran CCCleaner and then re-boot, same scenario.

I still have the problem - everything I have tried, it still comes right back! Help!
