Frame Rate Counter strike source.

Hi people, when i play counter strike source i get 30-40 fps and even 20fps.
I just recently bought a new Graphics card.( RADEON 2600 XT 512MB ICEQ)
When i play other games such as Counter strike 1.6 i get 100fps.
Don't know why im getting 30-40 fps in Counter strike source.
Here are my specs.
PentiumŪ D CPU 2.80GHz
2.80GHz, 1.00 GB of RAM
Help me if you can please.

Resolution? AA settings? What drivers? What OS? How much free memory?

I am a retired Ford tech. Next to Fords, any computer is a piece of cake. (The cake, its not a lie)

3770K @4.5, Corsair H100, GTX780, 16gig Samsung, Obsidian 700 (yes there is a 700)
