What are the possible problems when the monitor won't pick up a signal from the computer? I checked to see if it was the monitor by trying a different one. Also, the led light on the video card is green so I think that means it is working. It is a 9800 gtx and has some sort of 2pin connector seems like a motherboard connector? Take note that this computer is freshly built and haven't even gotten able to put an o/s on it.

Ensure that the monitor's DVI, VGA, or HDMI cable is firmly connected to both the graphics card and the monitor. Which monitor are you using?
