Internet/uploading is extremely slow.

Hi. I've been having some problems with my internet/upload speed being very, very slow. With my work, I use a website where I have to upload document files and it's nearly impossible to do so. I've been trying to upload pictures to a website and it times out. Most web pages open very slowly or do not open at all. I cannot send large file emails or emails with attachments. I contacted Comcast, our ISP. They came out and changed some splitters but it didn't help. We have a Dell computer...not sure what all the specs are. We are using a Netgear wireless modem to connect our laptop and we have the same problems on the laptop. Webpages seem to open a bit faster on the laptop, but I have the same issues with uploading. We've resetted the modem and Netgear multiple times and it doesn't help. I don't know if this has anything to do with the problems we are having, but my son plays a game called World of Warcraft and he tells me that he has high latency and low frame rates. I'm not quite sure what the means but I thought I would pass it along. He plays this game on the laptop.

I'm at a loss and am getting extremely frustrated! Thanks for any help.
