QoS and bandwidth question

My Linksys WRT150N router is utilizing bandwidth (sending) even with network connections closed on the computers. This is a potential problem since my ISP monitors and limits bandwidth usage. In an effort to minimize this, I have, as instructed by Linksys, prioritized ports and MAC address of devices connected to the router. My question: How does prioritizing these devices affect bandwidth usage by the router? I received good chat support from Linksys on their assessment of the problem and the steps involved in prioritizing the devices, but will have to observe for a while to see if this is a fix. But I could get no good answer on how this benefits. Can anyone please explain?
