I seem to be missing an important file for the Windows Accessability options. Accwiz.exe. Is there a way I can obtain this file? a way I can download. there's a hotfix on Microsoft's website but it's for XP SP1 and I have SP3.

it's for XP SP1 and I have SP3.

That wouldn't be a problem, but I think I would do a few malware scans first. Read this:
