FPS is very low

I have a desktop that can play cod 4 but the fps is down around 20.
I have tried all the available command window changes like, \cg_brass 0, \com_maxfps 250, and I have my game set at the lowest values in the graphics department.
Is there some other way to get the fps up?
I have 1 gig of RAm
a g-force 7300,
and a pent 4 (2.8 gHz)

I know it is a weak system and I need to improve it but I have no disposable income at this time.
Can this card be overclocked?
And is that even an issue when it comes to fps?
Any info would help.

FPS is low because it is a lower end system. Your only option would be Overclocking or upgrading. As I do not know anything about overclocking I would recommend upgrading, because I don't even think BC allows OCing as a first option
