Did hi-jacking cause my fatal exception errors?

Hello all ye knowledgeable ones...

I have a significant problem with my desktop that I think is attributed to a drive-by or repeated hijacking attempt.

I routinely get fatal exception OE error messages (blue screen) when I am surfing the net, and it has become so bad that I can only via my DSL modem for 10 minutes at most.

In addition to this, I also get "Your system is extremely low in resources..." white screen messages.

With both of these, I cannot even CTRL-ALT-DELETE to restart my computer. I run Ad-Aware and Norton anti-virus frequently, and new objects are identified even though I've run scans back-to-back. I do not maintain a firewall, and although I turn my machine off when not in use, I do not disconnect it from the modem.

When I am trying to run a program and it does not respond (frequently) I open task manager and oftern see that Iexplore (not responding). I end the task, but I never even had Internet Explorer open in the first place. I use Smartexplorer to surf.

I suspect that malicious code has taken a hold of my computer and is trying to execute pop-ups or ads, and this hogs all my system resources. I am about to re-install Windows 98 to start over, and then hand the computer over to my daughter and keep it offline. Will a reinstall even help?

I added an additional 256 Mb of RAM three years ago, but my resources monitor says only 319 Mb of RAM is available and it only shows that 16% of resources are free.
37.2 Gb hard-drive with 13.4 Gb free
