if vista won't boot can I install new hd instead

My computer will not boot--have tried system repair, restore, safe mode won't work, etc. All tests come out normal, no problems--memory ok, etc. but screen just goes black with one white arrow.

Can I just install a 2nd hard drive, install Vista on it, then access the old hard drive via the new drive? I don't want to do a clean install because I don't want to lose my email & files. I do not have an external backup but I do have restore points on the hard drive but the computer cannot find them.

Can you use the Vista DVD to perform a Startup Repair? http://www.bleepingcomputer.com/tutorials/repair-windows-with-windows-startup-repair/

Most often this is caused by issues with drivers (most frequently the graphics driver) or issues with the hard drive/file system.
Your answers to these questions (and the results of them) will enable us to help out a bit more.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
