CAN'T REPAIR INTERNT/CLEAING ARP CACHE

Recently my internet was slow. Then the critical alert came out from Microsoft about an update.
I have tried to repair the internet, but it keeps saying it cannot repair the internet because it is cleaning the ARP Cache.
I am not able to intall the Windows Updates
I have windows XP.
Dell Demension 8300 PC

Not sure why you see that message...can you post the entire content of the message you receive, exactly as it appears?
