Lost Data After Flash to Flash Transfer

I tried searching for similar posts but could not locate so I am starting a new question/problem

I had two flash drives and filled them with photos. So I purchased a third flash drive - 16GB.

I cut and pasted the photos from Flash 1 and Flash 2 to the third flash.

It turns out that once I finshed cutting and pasting 8 GB worth of photos, about 50% of the folders are completely empty. Then there are some that have the photo icons but nothing appears when I click on them.

All in all, I only have about 25% of my photos! These are family photos that I only saved on flash drives in order to save room on my computer.

Where did the other 75% go! Are they recoverable? Please say yes.

I have Windows XP Media Center.
