Wireless problem

hey guys,

i was wondering if it is possible to limit speed of a wireless network. here's wht happened: apparently my router was messing up the whole buildings internet (something to do with IP address) so someone came and set it up properly. but now it is working really slow. so could they have limited the speed or something? if so, how can i fix this problem?
