Can this photo be improved?

I make and decorate cakes and a customer wants an icing picture made from this photo for the top of a cake.

The picture quality is not good enough but although I have tried adjusting it myself I'm not very experienced and wonder if anyone could advise me on what to do.

I have Jasc Paint Shop and Photo Shop software

Thank you

See if you can reduce the brightness.

I played around with the photo and got it to where you can see both faces....but the quality isn't the best. I can send it to you if you want to look at it.

If you download something like GIMP you should be able to use the clone tool to sample the little bit of flesh tone remaining on the face of the person on the right. It would be a lengthy task but you should then be able to at least get it looking like a person and not a ghost.

the picture wouldn't have been so hard to fix if it weren't so bright. Darker is easier to fix, because it retains some detail in teh pixels, but it can still wash it out, like the brightness did here.

Levels would have been the best tool to use, or reverse levels or Brightness/Darkness in PS.
