application errors, nothing works!

Hi, I'm having a problem with my laptop (windows XP), on start up i get the following error message:

hpqtra08.exe – Application Error

The instruction at “0x0ec11cf2” referenced memory at “0x0ec11cf2”. The memory could not be “read”.

Click on OK to terminate the program
Click on CANCEL to debug the program

This same message comes up, but instead of "hpqtra08.exe", it's whatever application i'm trying to run. I can't even run a virus scan or acces ANYTHING to help me in normal mode. going on advice from other forums I have just managed to get it into safe mode where I ran a scan. no threats were found. I can't seem to turn on my wireless reciever in safe mode either. Has anyone got any advice on what I can do in safe mode to make my laptop go back to normal in normal mode?!
Any help apprechiated, I don't know a great deal about computers but will give further information if needed.

Try creating a new user account while you're in Safe Mode. Make it an administrator account just in case this solves the problem.
Then reboot to normal mode and log into the new account - does it work OK?

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

i managed to install some anti virus software in safemode which seems to have solved the problem, but thanks very much for the help!
