No Start Bar or Functioning Icons when adding New user.

I did a little research via google on this but all scenarios weren't quite the same as this.

Xp pro machine on domain. the usual user logged in daily works fine, the administrator account logs in fine. I created a new user on the domain and logged into this same pc with the new account and there is no start bar, all incons are picturelss with .lnk extension and when clicked ask what program I would like to use. I tried with two new domain user accounts with the same results.

Any Ideas?

Does the behavior continue if you logon to the local machine (and not onto the Domain)?
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
