renewing IP address wont work

Ok so this might sound pretty basic to yall but im stumped...never had a problem with this before. recently moved my mother in law and her computer to my house. i have everything hooked up right but im getting the IP address as 169....which i know is an error in the IP address. so when i try to go and repair it it says it was unable to repair the address...the internet is connected..i can even get the main yahoo page to come up as the home screen but nothing after that. dont know if thats just cause it was in the history or i dont know...im an idiot...anyway what im asking i guess is...is there something i can to to renew it or is it because i changed addresses and i need to call the provider (time warner)? i dont know....any help would be appreciated..and yeah its windows xp professional if that helps...thanks

Have you contacted Road Runner to see if there's anything special you need to do to hook up another system to your cable?
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

shes hooked straight into the internet and i cancelled my account and had hers transferred over to this address

and not onto a network....she would be the only one hooked up...hardlined straight from the modem
