"Themes" Not Showing up in Display Properties

I have windows media center 2002 edition with service pack 3. I have an old mircrosoft plus program I installed to try to get some desktop themes but the the tab for themes in the display properties is not there at all. I already checked in my services and Themes is turned on and set to automatic. Is there something I'm missing here or is there an free alternative solution I could use? Thank you in advance.
