General network troubleshooting

I manage a small network: 2 servers, 10 desktops & 2 switches. We experience intermittant slow downs on the network. Are there any simple commands to run or software applications to monitor/troubleshoot traffic on the network...something simple. I'd like to determine if it's the isp, a networking device, or maybe even the server, or an application itself, etc.

Any help would be greatly appreciated. Thanks

Are the problems all happening at the same time every day? On all the desktops at the same time?
