i am having the same problem that Dan had, though when i start it up, it shows my chosen background for a half second then goes to a plain white background, i have followed the instructions suggested by TMacK, though i can change the color of my background, i cannot use a picture for it, any help would be appreciated.

P.S. Under Web Items, it does not show the white html page, it just shows the IE homepage, i think that may be the page, I will look further into it, but help would still be appreciated

Try this.

Open your Control Panel/Display/Desktop tab/click on the Customize Desktop button.
Now click on the Web tab/uncheck the box next to My Current Home Page and any other listed web items. Make sure the box next to "Lock desktop items" is unchecked.
Apply and OK
