Win XP SP2 Admin Errors

The administrative restrictions on my laptop have been jacked with some how, virus or something of the sort. I try to acess the hardware profiles to fix my wireless card, regedit, firewall options, or even as simple as trying to access C: drive properties gives me the same msg:

"This operation has been canceled due to restrictions in effect on this computer. Please contact system administrator."

This msg pops up for everything that isn't normal. Use of IE, Firefox, or games is allowed but nothing in the system is accessible.

Any help would be great.
