Cannot Use Internet Properly

for the last few months i have not been able to use the internet properly
i can browse and read my email but cannot shop online or pay bills and cannot log into sites such as facebook
i have checked my isp
i have tried reinstalling internet software
i have tried changing security levels and firewall
and i have tried system restore but it will only let me go back as far as july and i need to go back to about april

can someone help me please

What kinds of difficulties or errors you face when you try to shop online or pay bills online?

just get message internet explorer cannot display this page
i can veiw home pages but as soon as i enter details that is when the issue arises

Take a look at the address bar. Does this only happen when you visit a site that starts with HTTPS:// - and not when you visit a site that starts with HTTP://

A test would be to see if you can see this page: https://bugzilla.mozilla.org/show_bug.cgi?id=116169
Don't worry about the content of the page - you only need to let us know if you can read the page or if you get the error message.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
